Jaime Fournier 66dcf61413 Use gerbil pkg deps -i for dependency management 
Replace manual shell logic for copying gerbil-pcre artifacts with
the built-in `gerbil pkg deps -i` command. Use full provider URL in
gerbil.pkg so the package manager can auto-install dependencies.
