fix rest-only interface signatures and variadic extensions 7a22f4444e

Split signature inputs explicitly so rest-only method signatures expand. Fix variadic extension dispatch and checked procedure lifting as well.

Verified with 8-core stage1, stdlib and tools builds; all six interface test cases pass both interpreted and compiled with gxc -O in an isolated temporary output directory.

Splice unchecked implementation identifiers into the export list instead of emitting a nested list (including an empty list for checked-only or empty interfaces).

Add five export regression cases covering default and explicit options, metadata, checked-only filtering, empty and multiple interfaces, inheritance and re-exporting. All eleven interface cases pass interpreted and compiled with gxc -O after sequential 8-core stage1, stdlib and tools builds.

does the bootstrap need rebase? did something change in the bootstrap? This was done with a fresh staging base just a few hours agon.
